IALEIA Jamaica Chapter 2025 Activities

  • 22/01/2025 – The IALEIA Jamaica Chapter hosted a virtual Chapter Meeting where the President of IALEIA, Mr. David McClocklin delivered a presentation titled “The Use of Analysis in the Courtroom”.
  • 23/01/2025 – The IALEIA Jamaica Chapter hosted the 2025 IALEIA Jamaica Chapter Conference at the AC Hotel in Kingston Jamaica. The theme of the Conference was “Analysis and the role of Analysts in Law Enforcement for the 21st Century”. The Main Address was delivered by President of IALEIA, Mr. David McClocklin. Presentations were delivered by:
    • Hilton McDavid – Senior Lecturer, University of the West Indies
    • Khewana Campbell – Chief Special Agent, MOCA
    • Stacey-Ann Westcarr – Manager, MOCA
    • Tanisha Webster-Stevens – Senior Director (Acting), Strategic Intelligence Branch, Ministry of National Security
    • Phil Powell and IALEIA Representatives – IALEIA
    • The Conference was attended by representatives locally, regionally and internationally. Representatives included:
      • The Major Organised Crime and Anti-Corruption Agency (MOCA)
      • The Jamaica Defence Force (JDF)
      • The Ministry of National Security, Jamaica (MNS)
      • The Jamaica Customs Agency (JCA)
      • Passport, Immigration and Citizenship Agency (PICA)
      • Financial Investigations Division (FID)
      • The Jamaica Constabulary Force (JCF)
      • The Jamaica Constabulary Force National Intelligence Bureau (NIB)
      • The Embassy of the United States
      • The British High Commission Kingston
      • The High Commission of Canada in Jamaica
    • A Professional Development Assessment was also conducted in order to guide and shape future IALEIA Jamaica Chapter initiatives and training programmes. Additional data is to be collected.
  • 27/01/2025 to 31/01/2025 – A Foundations of Intelligence Analysis Training (FIAT) training session was held. The five-day course served as an introduction to the basics of law enforcement intelligence analysis. It meets the educational requirements for IALEIA Criminal Intelligence Certified Analyst (CICA) certification process.
  • 07/04/2025 to 11/04/2025 – The 2025 LEIU / IALEIA Annual Training Event was held in Vancouver, Canada. The Event was attended by 15 members of the IALEIA Jamaica Chapter with representatives from MOCA, MNS, FID and the NIB.
    • President of IALEIA, Mr. David McClocklin presented the President’s Award from IALEIA to Colonel (Ret’d) Desmond Edwards, Director General of MOCA, for outstanding contribution to global law enforcement.

  • 04/06/2025 – The Criminal Intelligence Certified Analyst (CICA) examination was held involving members of the IALEIA Jamaica Chapter and regional representatives. Ten of the candidates were successful, to include a representative from Trinidad. The next scheduled examination for December 04, 2025.
  • 11/08/2025 to 05/10/2025 – Multiple FIAT Instructors from the IALEIA Jamaica Cahpter will engage in training activities.
