Greetings to all Members and Prospective Members of the International Association of Law Enforcement Intelligence Analysts (IALEIA) Jamaica Chapter.

 

The IALEIA Jamaica Chapter will host a virtual Chapter Meeting on Tuesday July 29, 2025 from 10:30 AM to 12:00 PM (EST).

 

The meeting is expected to be informative.

 

Meeting Notes:

• 22/01/2025 – The IALEIA Jamaica Chapter hosted a virtual Chapter Meeting where the President of IALEIA, Mr. David McClocklin delivered a presentation titled “The Use of Analysis in the Courtroom” .

 

• 23/01/2025 – The IALEIA Jamaica Chapter hosted the 2025 IALEIA Jamaica Chapter Conference at the AC Hotel in Kingston Jamaica. The theme of the Conference was “Analysis and the role of Analysts in Law Enforcement for the 21st Century”. 

• • The Main Address was delivered by President of IALEIA, Mr. David McClocklin 

• • Presentations were delivered by: 

• • • Dr. Hilton McDavid – Senior Lecturer, University of the West Indies 

• • • Mr. Khewana Campbell – Chief Special Agent, MOCA 

• • • Ms. Stacey-Ann Westcarr – Manager, MOCA 

• • • Mrs. Tanisha Webster-Stevens – Senior Director (Acting), Strategic Intelligence Branch, Ministry of National Security 

• • • Mr. Phil Powell and IALEIA Representatives – IALEIA 

• • The Conference was attended by representatives locally, regionally and internationally. Representatives included: 

• • • The Major Organised Crime and Anti-Corruption Agency 

• • • The Jamaica Defence Force 

• • • The Ministry of National Security, Jamaica 

• • • The Jamaica Customs Agency 

• • • PICA and others 

• • A Professional Development Assessment was also conducted in order to guide and shape future IALEIA Jamaica Chapter initiatives and training programmes. 

 

• 27/01/2025 to 31/01/2025 – A Foundations of Intelligence Analysis Training (FIAT) training session was held. The five-day course served as an introduction to the basics of law enforcement intelligence analysis. It meets the educational requirements for IALEIA Criminal Intelligence Certified Analyst (CICA) certification process. 

 

• 07/04/2025 to 11/04/2025 – The 2025 LEIU / IALEIA Annual Training Event was held in Vancouver, Canada for the first time. The Event was attended by several members of the IALEIA Jamaica Chapter. 

 

• The 2026 LEIU / IALEIA Annual Training Event will be held on 27/04/2026 to 01/05/2026 in Orlando, Florida.  

 

• 04/06/2025 – The Criminal Intelligence Certified Analyst (CICA) examination was held involving members of the IALEIA Jamaica Chapter and regional representatives. The majority of candidates were successful and the next scheduled examination is in November 2025.  

 

• The Criminal Intelligence Certified Analyst (CICA) is the second tier of the IALEIA Professional Certification Programme. This tier is intended for individuals who have demonstrated professional achievement in the field of intelligence analysis through experience, training and development. 

 

• 23/07/2025 – The IALEIA Chapter President’s Quarterly Meeting was held.  

• • There were representatives from twelve Chapters including Jamaica, the United Kingdom, Western Canada and South Florida
