The theme of the Conference was “Analysis and the role of Analysts in Law Enforcement for the 21st Century”. \n\n\n\n\nThe Main Address was delivered by President of IALEIA\, Mr. David McClocklin \n\n\n\n\n\n\nPresentations were delivered by: \n\n\n\n\n\n\n\n\nDr. Hilton McDavid – Senior Lecturer\, University of the West Indies \n\n\n\n\n\n\n\n\n\n\nMr. Khewana Campbell – Chief Special Agent\, MOCA \n\n\n\n\n\n\n\n\n\n\nMs. Stacey-Ann Westcarr – Manager\, MOCA \n\n\n\n\n\n\n\n\n\n\nMrs. Tanisha Webster-Stevens – Senior Director (Acting)\, Strategic Intelligence Branch\, Ministry of National Security \n\n\n\n\n\n\n\n\n\n\nMr. Phil Powell and IALEIA Representatives – IALEIA \n\n\n\n\n\n\n\n\nThe Conference was attended by representatives locally\, regionally and internationally. Representatives included: \n\n\n\n\n\n\n\n\nThe Major Organised Crime and Anti-Corruption Agency \n\n\n\n\n\n\n\n\n\n\nThe Jamaica Defence Force \n\n\n\n\n\n\n\n\n\n\nThe Ministry of National Security\, Jamaica \n\n\n\n\n\n\n\n\n\n\nThe Jamaica Customs Agency \n\n\n\n\n\n\n\n\n\n\nPICA and others \n\n\n\n\n\n\n\n\nA Professional Development Assessment was also conducted in order to guide and shape future IALEIA Jamaica Chapter initiatives and training programmes. \n\n\n\n  \n\n27/01/2025 to 31/01/2025 – A Foundations of Intelligence Analysis Training (FIAT) training session was held. The five-day course served as an introduction to the basics of law enforcement intelligence analysis. It meets the educational requirements for IALEIA Criminal Intelligence Certified Analyst (CICA) certification process. \n\n  \n\n07/04/2025 to 11/04/2025 – The 2025 LEIU / IALEIA Annual Training Event was held in Vancouver\, Canada for the first time. The Event was attended by several members of the IALEIA Jamaica Chapter. \n\n  \n\nThe 2026 LEIU / IALEIA Annual Training Event will be held on 27/04/2026 to 01/05/2026 in Orlando\, Florida.  \n\n  \n\n04/06/2025 – The Criminal Intelligence Certified Analyst (CICA) examination was held involving members of the IALEIA Jamaica Chapter and regional representatives. The majority of candidates were successful and the next scheduled examination is in November 2025.  \n\n  \n\nThe Criminal Intelligence Certified Analyst (CICA) is the second tier of the IALEIA Professional Certification Programme. This tier is intended for individuals who have demonstrated professional achievement in the field of intelligence analysis through experience\, training and development. \n\n  \n\n23/07/2025 – The IALEIA Chapter President’s Quarterly Meeting was held.  \n\n\n\n\nThere were representatives from twelve Chapters including Jamaica\, the United Kingdom\, Western Canada and South Florida \n\n\n\n  \n\n \n\n\nIALEIA Jamaica Chapter 2030 Plan \n\n  \n\nUpcoming Trainings\n\nMasterclass OSAINT – October 16\nArcGIS for Criminal Intelligence – October 6 \n\n\n\n\n

DESCRIPTION:Foundations of Intelligence Analysis Training (FIAT) \nMission \nThe FIAT provides quality analytic training\, using experienced analysts\, to members of the International Association of Law Enforcement Intelligence Analysts (IALEIA)\, the Association of Law Enforcement Intelligence Units (LEIU)\, and other interested parties at a reasonable cost on a regional basis. \n  \nFIAT Course Overview \nThe FIAT is a five-day introduction to the basics of law enforcement intelligence analysis. As the name indicates\, FIAT aims to provide a foundation\, a basic knowledge and understanding\, of the elements of the law enforcement analysis profession. It was designed to be an entry-level curriculum and meets the educational requirements for the IALEIA Criminal Intelligence Certified Analyst (CICA) certification process. Mr. McClocklin has served as President of IALEIA since July 2023. He is a longstanding member of IALEIA\, having joined over 18 years ago. He has a rich history with the organisation\, including roles as Foundations of Intelligence Analysis (FIAT) course Instructor since 2006 and former Director of Professional Development. \nPrior to his leadership at IALEIA\, Mr. McClocklin had a distinguished career with the Ontario Provincial Police spanning over 38 years. He served as an Intelligence Officer and Senior Tactical Analyst specializing in major crimes\, including homicides\, internal investigations\, and special investigations for the Office of the Commissioner. He also held the position of Liaison Officer with the Criminal Intelligence Service of Ontario (CISO) under the Criminal Intelligence Service Canada (CISC). \nMr. McClocklin has made significant contributions to the field. Notably\, he is a co-founder of the 1992 “PHONEBUSTERS” project\, which evolved into the Canadian Anti-Fraud Centre under the RCMP. He also possesses extensive experience in all three analytical units within the Provincial Operations Intelligence Bureau General Headquarters (Strategic\, Tactical and Operational).  \nThe presentation is expected to be informative and exceptional. The Guest Presenter will be UK National Crime Agency (NCA) Intelligence Analyst Ms. Gabrielle Musto. \nIn 2014\, Ms. Musto joined UK policing but was later promoted to a Regional Criminal Intelligence Analyst in the Counter Terrorism Policing and the South West Regional Organised Crime Unit. In 2019\, Ms. Musto joined the UK’s National Crime Agency and developed an interest in working on modern slavery\, human trafficking and organised immigration crime. In 2023\, Ms. Musto travelled to Malta to train police officers in intelligence analysis and in April 2024\, she travelled to the IALEIA Conference in New Orleans to present a case study on modern slavery. The Presenter will be Mr. Matt Richardson – CTCE\, Senior Advisor – Intelligence & Child Safety. \nMr. Richardson is a seasoned expert in OSINT and dark web intelligence\, bringing extensive experience to the forefront of complex investigations targeting sex trafficking and CSAM offenders. \nThe presentation will delve into the tactics employed for victim selection\, initial contact on mainstream social media platforms and the coercion processes unfolding on private messaging apps and the deep web. The Presentation will also explore the operations of sextortion and torture rings\, exposing the harsh realities faced by victims caught up in these malicious schemes. \nMr. Richardson is the Director of Intelligence and Investigations at the ATII where he serves as part of a team of experts and uses his skills on a daily basis to make communities safer places. Outside his role at ATII\, Mr. Richardson is a Professor at Loyalist College and a member of the Rogers Communications Cybersecurity Catalyst Team. DESCRIPTION:The LEIU/IALEIA Conference Committee is proud to announce the launch of a new webinar\, Threat Profiling\, presented by Erik Kleinsmith.\n \nThis free-to-attend event is scheduled to take place on October 14\, 2021 at 1:00 p.m. EDT / 10:00 a.m. PDT.\n \nDESCRIPTION:  In our attempts to identify\, understand and counteract today’s threats\, threat profiling has been routinely misunderstood or simply overlooked as a viable analytical methodology.  Too often associated with other forms of profiling such as behavioral or racial profiling\, threat profiling is simply a way to help collect relevant information about the group\, prioritize analysis of that information and present their analysis within a commonly understood framework.  At its core\, threat profiling is conducted by organizing all available information about a threat group based upon a set standard number of components or categories.  The key to the understanding and using these methods are in their simplicity.  Among other benefits\, threat profiling provides a basis of knowledge about a threat group or organization for other structural analytic techniques to draw from and can also assist analysts in in organizing and coordinating their analytic approach with other analysts.\n \nBIOGRAPHY:  Erik is the Associate Vice President for Strategic Relations in Intelligence\, National\, Homeland and Cyber Security for American Military University (AMU).  He is a former US Army Armor and Intelligence Officer with extensive experience in several areas related to intelligence and security as well as portfolio manager for intelligence and analytic related training with Lockheed Martin.  Erik has gained notoriety related to his involvement in the Able Danger program as the military lead of a team of analysts profiling and mapping Al Qaeda prior to 9/11 as well as his involvement in several cold case investigations including the identity of the notorious criminal known as DB Cooper.  He is one of the main subjects of the 2010 book\, “The Watchers: The Rise of America’s Surveillance State” by Shane Harris and is the author of several intelligence and security related articles and the book Intelligence Operations: Understanding Data\, Tools\, People\, and Processes.\n \nInterested members should register via GoToWebinar.\n \nWe look forward to everyone joining us!\n \nThe LEIU/IALEIA Conference Committee
